Tom Wilson, Utilities Supervisor, City of Livonia Department of Public Works, speaks to the challenges of municipality infrastructure asset management and best practices honed from 35+ years in municipal government. He describes his unique approach to conceptualizing community infrastructure as a car analogy – a practical comparison that crystalizes the precarious balancing act municipal officials are forced to perform to balance expected levels of service with such limited budgets.

Tom discusses his management philosophy in terms of managing what he coins “inalienable citizen rights”, and a “Grandma Decision Making” mentality that all municipal employees can relate to.

Brad Campbell, General Manager, Assetic North America, provides a global perspective to the infrastructure challenges faced in the U.S. He shares his thoughts on strategically spending limited funds to maintain infrastructure assets – in short, the answer is not spending more money, but optimizing current spending. Brad speaks to achieving the desired level of service at the lowest possible expenditure by utilizing an optimization tool to approach strategic asset.

Easy-to-use, cost-effective smart technologies, such as Assetic’s My Predictor, facilitate enlightened decision making by providing a snapshot of assets in the future. The ability now to predict asset condition in the future – by taking into account targeted levels of service, expenditure forecasting and budget comparison – is changing how entities approach asset management.

Bob Schneider, technical specialist, and Jaclyn Merchant, project manager, from the Michigan Department of Environmental Quality (DEQ) discuss the changing regulatory landscape in the state of the Michigan and the DEQ role as a partner to communities facing the monumental task of managing aging infrastructure in the era of declining revenues and funding.

Two major changes to help municipalities make informed decisions with changing regulations include:

  • Beginning January 1, 2016 all publicly owned water systems will be required to have a capital improvement plan, as part of the general plan, that address five- and twenty-year needs
  • Beginning January 1, 2018 all communities with more than 1,000 customers will also have to have an asset management plan
